Synopsis

The cargo is claimed

An unlicensed recovery begins beneath the causeway. A crate rises from black water. The record inside it points toward a floor the city already cleared.

Sena and Cipher work an unlicensed line beneath the causeway, lifting a sealed transport out of standing floodwater. Its markings, its ownership and the documents recovered with it do not describe lost freight. They describe a claim — filed by a system that has already cleared the floor the crate came from.
